President of Republika Srpska, Milorad Dodik, has informed the public that he has found a solution to the American sanctions by resolving the issue of a bank that will handle internal payment transactions in the coming weeks, thereby enabling legal entities and individuals in Srpska to conduct financial transactions.
The establishment of a new bank owned by Republika Srpska was announced by the Prime Minister of Republika Srpska, Radovan Višković, in mid-last year. In early June last year, Prime Minister Višković stated that there were discussions about establishing a new bank, which would be under entity ownership. The goal, as explained by Prime Minister Višković at the time, was to counter the enemies of RS in the financial market, specifically to avoid "blackmailing by certain banks that refuse to invest in RS because they want its financial collapse".
Višković announced the formation of the new bank as soon as the bankruptcy of Banka Srpske was concluded. It is worth reminding the public that the authorities in Republika Srpska invested around 30 million convertible marks in the recapitalization of the failed Balkan Investment Bank in 2013, establishing Banka Srpske, which went bankrupt in 2017. Banka Srpske still had blocked deposits of 75 million euros, with millions of deposits from public enterprises and institutions being uninsured, resulting in the majority of that money being lost. While Višković was announcing the establishment of the new bank, the assets of Banka Srpske were being sold through auctions. The last sale of assets of this bank was announced in December last year.
Višković's "salvation solution" for the financial stabilisation of RS at that time was the formation of a new entity bank, once the bankruptcy of Banka Srpske was concluded, which would then merge with the Investment and Development Bank (IRB RS). In addition to the "financial stabilization of RS", the new bank, as announced by Milorad Dodik, will also be a salvation solution for all individuals and companies whose accounts have been blocked due to American sanctions.

The Ministry of Finance of Bosnia and Herzegovina has previously stated to the media that they cannot assist individuals under sanctions when it comes to finding ways to receive their salaries. However, the Chairman of the House of Representatives of the Parliament of FBiH, Marinko Čavara, does not share this opinion. He requested a few days ago the Council of Ministers find a way for him to receive his salary.
"In this specific situation, the institutions of BiH are obligated to enable me to exercise one of my basic human rights, to receive monthly salaries from my employment, and I am asking you to ensure the payment of my salary", Čavara stated in his letter to the Council of Ministers.
